Stephen Parkinson, solicitor and former senior partner of London GGI member firm Kingsley Napley, has been appointed by the UK attorney general to become the next Director of Public Prosecutions (DPP) for England and Wales, and Head of the Crown Prosecution Service.
Stephen began his initial five-year term on 01 November 2023, succeeding barrister Max Hill KC. He is the first solicitor to lead the Crown Prosecution Service (CPS) since its creation.
Stephen is a practicing lawyer with a long and distinguished career which began in the CPS where he served as a junior prosecutor. He has most recently been senior partner at GGI member law firm Kingsley Napley LLP, where he represented a number of high-profile clients.
His last 20 years as a defence lawyer built on the skills and experience he gained from his years working as a prosecutor, and he developed an extensive practice advising on, or undertaking, investigations for organisations, companies, and individuals, all of which will be a strength in his role as DPP.
Stephen accumulated a wealth of experience in government, including roles in the Treasury Solicitor’s Department, where he was responsible for most of the government’s regulatory litigation, and also in the Department of Trade and Industry, where he headed a team providing legal advice in live company investigations.
In the CPS, he progressed from junior prosecutor to the head of the international cooperation unit, and he also spent two periods in the Attorney General’s Office, with his last post being as deputy head of the department.
The Attorney General, Rt Hon Victoria Prentis KC MP said, “Stephen Parkinson brings a unique combination of legal expertise and public service at the highest levels, demonstrated most recently as senior partner at Kingsley Napley LLP, and having spent numerous years in three of the Law Officers’ departments: the Attorney General’s Office, Treasury Solicitor’s Department, and as a prosecutor with the Crown Prosecution Service (CPS) itself.
“Stephen has had a stellar legal career both in and outside of government, as well as experience both prosecuting and defending. Combining this with his extensive track record of leadership, I have every confidence he will be a collaborative director and a principled and independent chief prosecutor. The public will rightly expect nothing less. He will build on the achievements of Max Hill to whom I am grateful. The role of DPP requires exceptional qualities of judgement and character. I am looking forward to working with the new director.”
The CPS prosecutes criminal cases that have been investigated by the police and other investigative organisations in England and Wales. The CPS is independent and makes its decisions independently of the police and government.
Stephen Parkinson said, “I am delighted and honoured to be appointed as the next Director of Public Prosecutions. Both as a prosecutor and defender, I have always strongly believed in the importance of the CPS in bringing to justice and prosecuting fairly those accused of crime. I would like to pay tribute to the work that Max Hill has done leading the CPS successfully through the challenges of the pandemic, and setting a clear direction for the future. I look forward to building on his legacy.”

After a smooth acquisition process, the deal was recently sealed – GGI member firm LIMES international, a consulting firm that facilitates cross-border working and business, has been acquired by the originally Scottish-based activpayroll, a leading provider of global payroll and HR solutions.
With the acquisition of LIMES, activpayroll gains a strong partner in the Netherlands and Belgium that will further expand its global mobility formula in 150 countries under the LIMES name in the coming years. activpayroll is supported by the UK-based private equity firm Tenzing. In addition to its complementary services, it was a decisive factor in the deal for LIMES shareholders that the name LIMES international and the company's DNA will continue to exist.
The transaction also involves payrolling organisation MILES, the employer of record/professional employment organisation (EOR/PEO) for highly skilled migrants. MILES has been added to LIMES’ services since 2015.
“Our dream is to expand the LIMES tax and global mobility formula globally and realise your and our cross-border ambitions,” said Age Seinstra, Managing Director of LIMES. “The joining of forces with activpayroll’s global payroll services and LIMES tax and global mobility enables us to enhance and expand the existing tax and global mobility service line around the world. This will provide organisations with a pragmatic and flexible solution for the increasingly globalised workforce. The acquisition of MILES international payrolling also adds an EOR/PEO service line for highly skilled employees to activpayroll’s one-stop-shop solution globally from the Netherlands.”
LIMES and MILES have taken a strategic position between the Big Four and other specialist tax advisory firms. The current management of LIMES and MILES will remain unchanged after the transaction. Directors Nick Domburg and Age Seinstra will both hold other positions within activpayroll in addition to their current positions as LIMES directors. Nick Domburg joins the management board of activpayroll.
“In recent years, LIMES has been approached by several global investors. For strategic reasons, they did not pursue these opportunities at the time. GGI member firm Marktlink has supported the shareholders in formulating a buy-and-build strategy, and in the acquisition of TTT-Group in 2021. In collaboration with activpayroll, the goal is to become the sector’s European market leader in the coming years through a well-defined buy-and-build strategy," said Tim van der Meer, Managing Partner at Marktlink.
