Anabela Caetano joined GPA Law Firm in February 2018 as managing associate. In addition to being a lawyer with a post-graduation in taxation by ISG, she is an arbitrator for the Administrative Arbitration Centre (CAAD) in tax matters. She has over 25 years of experience in tax consulting, including 16 years as tax manager at PwC Portugal. She advises national and international clients on a wide range of tax issues including tax litigation and, in particular, supervises various investment structuring operations in transactions with investors, namely institutional investors, involving different business sectors and jurisdictions (including mergers, acquisitions, financial operations, and foreign investments).
Inês Gomes Ferreira, Head of Practice Partner of Corporate & Governance
Inês Gomes Ferreira joined GPA Law Firm in June 2023 as Of Counsel and Head of the Corporate & Governance practice. She is a lawyer with an LLM in International Business Law and a postgraduate qualification in Forensic Practice and Corporate Legal Advice, both from the Faculty of Law of Universidade Católica Portuguesa. She has over 20 years of experience in prestigious law firms, 18 of which were at Vieira de Almeida (VdA) immediately prior to joining GPA Law Firm. Inês Gomes Ferreira advises national and international clients (listed, large and medium-sized, family-owned, and state-owned companies) from a wide range of business sectors, on corporate law, commercial and corporate governance related issues. She also focuses on mergers, spin-offs, acquisitions, sales and restructuring of corporate groups, structuring of partnerships and international investments, as well as venture capital and private equity investments.
Manuel Gouveia Pereira, Head of Practice Partner of Environment, Climate Change & ESG, and Head of Practice Partner of Public Law
Manuel Gouveia Pereira joined GPA Law Firm in June 2023 as Of Counsel. He has since been Head of the Environment, Climate Change & ESG practice areas and shaped the internal sustainability project, GPA Sustainable Impact, which he leads. He is a lawyer with a Master’s degree in Administrative Law by the Faculty of Law, Universidade de Lisboa, and has a postgraduate qualification in Planning, Urban Planning and Environmental Law by CEDOUA, Faculty of Law, Universidade de Coimbra. Over the last 20 years he has developed expertise in the areas of public law, environment, climate change, ESG, sustainability, carbon, energy transition, environmental litigation, and compliance and environmental licensing. He also assists with several ESG operations and projects, sustainability reporting, climate, carbon, sustainable development goals, and energy transition. He has practised law at renowned law firms (most notably for 16 years at VdA immediately before joining GPA Law Firm) and was legal advisor to two environment ministers in the 17th and 18th Portuguese Constitutional Governments.

Douglas Notaris, CPA is a rising 3L at Benjamin J. Cardozo School of Law and is the staff editor of Cardozo's International & Comparative Law Review. He earned his MS in Accounting and his BS in Science of Accounting and Concentration in Finance from Binghamton University. Douglas previously worked for the New York State Department of Financial Services and PricewaterhouseCoopers.
Pacika Guerra is a rising 2L at the Maurice A. Deane School of Law at Hofstra University where she is a member of the Women of Colour Collective. She earned her BA in Political Science and Criminal Justice from the University of Albany.

Moss & Barnett is pleased to announce that attorney Ryan P. Barlow has joined the firm’s Energy and Public Utilities and Communications Law teams.
Ryan is in a unique position to assist clients in dealing with the ongoing transitions in the energy and communications sectors, having served as General Counsel to the Minnesota Public Utilities Commission and Assistant Attorney General in the Office of the Minnesota Attorney General, Residential Utilities and Antitrust Division before joining the firm. Building on more than a decade of public service, including responsibility for providing advice on all aspects of legal management, strategy, and regulatory matters, he has a deep understanding of how utilities operate in the regulatory system, and how to achieve positive outcomes that satisfy both clients and regulators.
Ryan also has experience in administrative law and contested case proceedings, working with state agencies, drafting and reviewing legislation, handling high stakes appellate matters and environmental review requirements under state and federal law, and in advising clients on matters related to data practices and Open Meeting laws.
Ryan received his JD, magna cum laude, from the University of Minnesota Law School, where he served as managing editor of the Minnesota Law Review. After receiving his JD, Ryan clerked for the Honourable Kathleen D. Sheehy, Minnesota District Court, Fourth Judicial District, for two years. He received his BA in Economics and Political Science from the University of Wisconsin-Madison.
